E-Participation Policy



E-participation is increasingly vital for fostering ongoing development and improvement. It allows beneficiaries, partners, and stakeholders to share their opinions and suggestions through various digital channels, helping communicate their ideas to the appropriate departments within the IPA. This supports the IPA's efforts to advance its services, programs, and initiatives.

Community engagement at the IPA involves multiple digital communication and interaction channels. Through these, opinions and perspectives from visitors to the IPA's e-portal are gathered. These visitors include beneficiaries of the IPA's services, government bodies, business sectors, specialists, and individuals interested in public administration, training, consulting, and institutional development. Relevant departments handle these contributions following approved procedures, paying close attention to timely responses and safeguarding information privacy and confidentiality.

Understanding the value of constructive dialogue, meaningful criticism, and learning from the experiences of beneficiaries and experts, the IPA is dedicated to utilizing digital channels. This provides everyone with opportunities to express their thoughts, suggestions, and developmental ideas. Such engagement enhances the beneficiary experience, boosts service quality, and strengthens the IPA’s influence on human capital development and administrative performance.

The IPA also manages contributions received through its digital channels, reviewing them before publication when necessary. This ensures adherence to the laws, regulations, and guidelines applicable in the Kingdom of Saudi Arabia while maintaining the quality and objectivity of discussions and achieving the objectives of e-participation.

Through its digital platforms, the IPA facilitates communication with relevant departments and encourages the sharing of views, suggestions, and feedback. This supports transparency and engagement with users. The IPA retains the discretion to not publish or remove any contributions it deems inconsistent with its policies or in violation of the Kingdom's laws, without providing explanations. Neither the IPA nor its representatives hold any legal responsibility for consequences arising from published comments or feedback on its electronic channels.

The IPA offers various e-participation tools such as comments, ratings, direct communication, opinion polls, surveys, complaints, reports, and suggestions through its e-portal or digital platforms. The choice of tools utilized will depend on the subject matter, target audience, and purpose of participation. Specific tools available will be outlined when a topic is open for discussion or feedback.

The IPA aims to propose topics that enhance its work, services, and programs while considering the input from beneficiaries, experts, and stakeholders to support quality decision-making and improve service efficiency. It invites all beneficiaries, partners, and interested parties—including citizens, residents, government entities, and businesses—to contribute their views and suggestions via available e-participation channels to serve the public interest and enhance related services and practices.

The selection of topics for participation hinges on the IPA’s need for advice and expertise exchange, the relevance to stakeholders, and the impact on service quality. Participation is generally open unless specific groups, like human resources specialists or certain program beneficiaries, are targeted.

The IPA commits to reviewing received contributions periodically based on available resources and procedures but is not obligated to review or respond to all feedback. It reserves the right to withdraw any contributions that clash with its policies or Kingdom laws. Using the IPA's e-participation channels implies consent for the IPA to utilize contributions for development and decision-making processes, including improving future services and initiatives. Where possible, the IPA may share the outcomes of these participations or use them to refine its activities without being obliged to publish or keep all results.
Terms and Guidelines
To effectively achieve the objectives of e-participation and enhance the quality of dialogue and exchange of views, the IPA requests all participants to review and adhere to the following terms and guidelines when using the available e-participation channels.
These guidelines require participants to:
  • Comply with the teachings of Islam, the relevant laws and regulations of the Kingdom of Saudi Arabia, as well as uphold public values and standards of conduct.
  • Ensure that their contributions are pertinent to the topic under discussion and are communicated in a clear and understandable manner.
  • Avoid submitting the same contribution multiple times.
  • Refrain from using offensive or inappropriate language, including religious, sectarian, or racial insults, and any form of defamation against any person or entity.
  • Exercise precision when citing religious or legal texts, ensuring they are used in their proper context.
  • Observe Arabic language and spelling rules to the best of their ability.
  • Ensure that contributions are serious, objective, clear, and concise.
  • Avoid publishing personal data such as names, contact numbers, or addresses, and do not use participation channels to promote any entity or service.
  • Refrain from misusing the IPA’s e-participation channels or engaging in practices that may compromise their performance, security, continuity, or limit others' ability to benefit from them.
