Terms and Conditions

The regulations governing access to and use of IPA’s portal shall apply to all visitors and users of the platform. Any breach or violation of these regulations, whether actual or reasonably suspected, may lead to the suspension, restriction, or termination of the user's access to the portal. Users are strictly prohibited from violating, or attempting to compromise, the security protocols and procedures established to safeguard the portal. Such prohibited actions include, but are not limited to, the following:
  • Accessing or attempting to access data not intended to be made available to such user, including unauthorized entry into servers or accounts beyond the scope of the user’s permitted access.
  • Attempting to conduct tests, scans, or probes to identify vulnerabilities in the IPA’s systems or networks.
  • Attempting to interfere with services provided to any user, host, or network, including, without limitation, by introducing malicious software such as viruses into the portal, deliberately overloading or inundating the system, disseminating unsolicited commercial communications, overwhelming the platform with excessive electronic transmissions, or engaging in conduct that results in the disruption, degradation, or destruction of system functionality.
  • Transmitting unsolicited electronic communications to the portal, including but not limited to promotional content and/or advertising materials pertaining to products or services, is strictly prohibited. Moreover, altering or falsifying any component of the Transmission Control Protocol/Internet Protocol (TCP/IP) packet header, or any segment of the header information contained within electronic communications or postings to newsgroups, constitutes a clear violation of these guidelines.
  • Using the electronic portal of the Institute of Public Administration in any manner whatsoever to send electronic mail or any communication on behalf of, by reference to, or impersonating the IPA or its identity, where such communication includes misuse, defamation directed at the Institute, its portal, any individual, or the dissemination of false information or unverified news falsely attributed to the Institute without legal justification.
Any violation of these rules of use, or any breach of the systems or networks, may render the individual liable to civil and criminal liability. Incidents involving such violations and breaches shall be thoroughly investigated, and legal proceedings shall be initiated against the parties deemed responsible.​
